Gambia: Hand-Writing Expert Continues Testimony in IEC Forgery Case

Jun 14,2007 by

gambia Chief Superintendent Lamin Ndong, a hand-writing and finger print expert at Gambia Police Force, on Tuesday 12th June resumed his testimony before Magistrate Secka of the Kanifing Magistrates’ Court in the alleged forgery case involving Kawsu Ceesay, former IEC Electoral Officer.

During cross-examination by the defense counsel, Lawyer Batchilly, Ndong told the court that he underwent training in Nigeria for 24 months, adding that 24 months was the required period for the course which he completed successfully. He said he obtained a hand-writing and finger print expert certificate.

He adduced that he had cause to study specimen signature from Mr Ndondi Njie but none from the NIA. As to whether some specimen was sent to the IGP, he said he had no idea, adding that he is not aware of any specimen signature of Mr Njie’s attached to the letter sent to his office. He said the memo written by the accused, the Code Incorporated invoice and the specimen signature obtained from Mr Ndondi Njie had been the items involved in the examination and comparison.

Chief Superintendent Ndong further responded that he did not indicate on his report that he obtained specimen signature from Mr Ndondi Njie because he had already stated the document involved in the examination and comparison. In response, he informed the court of the mode of the examination and comparison in determining whether a document is forged or not. He stated that he did not ask Mr Ndondi Njie to present the documents he had signed before because he believed he could rely on the recent signature. As to whether that assumption was not dangerous since a person could change his style of writing any time, he replied in the negative. He said the multiple specimen signatures he took from Mr Njie were all the same, adding that all the elements he looked for were all the same in the specimen signatures, stressing that he had 16 years of experience.

At that juncture, the defense counsel made an application for the witness to compare and examine the documents previously signed by Mr Njie and the specimen signature obtained from him.
